The problem

Foreign investors need answers on Vietnamese law that they can trace to a specific article and clause, with a clear sign of whether each document is still in force. The law is spread across tens of thousands of documents that amend, supplement and replace one another, and an answer without a citation gives the reader nothing to check.

The approach

  • Each question is split into sub-queries that run in parallel on semantic and keyword search over one store; the results are merged and reranked, and come back as passages at article level, cited down to the clause where the answer names one.
  • Effectivity status is joined to each document at query time and shown on its source card when it is known. Retrieval prefers documents in force; documents no longer in force, in whole or in part, can still appear.
  • Each claim in an answer carries a citation number that points to the exact passage used. Clicking the number opens a source card with the document number and its effectivity status.
  • Seven expert-compiled scenarios state the point a question usually misses first, then walk through each step with citations. Generating a brief takes about a minute.
  • A Local mode runs answer generation in the browser with Qwen 3.5 0.8B, a one-time download of about 620 MB. Questions still go to the server for document lookup, so Local mode needs a network connection.
  • A contract risk check reads an uploaded PDF, JPG or PNG (up to 10 MB) with Google’s Gemini and sends lookup queries drawn from it to OpenAI. Results are stored on vnadvise servers in Singapore, and anyone with the link can open them.

Architecture

Question → sub-queries → semantic + keyword search on one store → merge and rerank, preferring documents in force (status joined at query time) → cited answer (Cloud, or Local in the browser) → source cards

Results

1.6M passages indexed (1,606,838) and 79,268 documents with a known effectivity status. The stated scope covers five domains: investment, tax, real estate, securities and foreign exchange. No account is needed to ask a question. The site labels its output a reference legal summary, says its database may not yet reflect the latest amendments, and asks readers to check the original text and consult a licensed lawyer before acting.
